Scope, audit, and system plan
We audit existing patterns, define what the system covers in its first release, and agree what it deliberately won't. Systems fail from overreach more often than underreach, so version one targets the components with the highest reuse.

Token and foundation build
Color, type, spacing, and elevation get encoded as tokens with names your teams can reason about. Foundations ship first because every component inherits them, and a token change later is a system-wide refactor.

Component library and documentation
Components are designed and built in matched pairs, with usage guidance, do-and-don't examples, and accessibility behavior documented as each one lands. The library and its documentation ship together or not at all.

Rollout, training, and handover
We migrate a real product surface as the proof case, train both disciplines on the contribution workflow, and hand over governance with a working example behind it. Adoption is designed into the engagement, not hoped for afterward.
